The Jobs and Growth Tax Relief Reconciliation Act of 2003 – the third largest tax cut in U.S. history – offers many new tax savings opportunities for businesses and corporations. Especially noteworthy are two temporary tax breaks designed to encourage immediate investments: one in which companies can expense up to $100,000 in new equipment investments through 2005, and one where businesses can depreciate more of their assets, sooner, through 2004. These changes and others are designed to save business owners and managers money and spur the economy.

As with most states, Texas is facing economic pressures and a significant state deficit due to the slowdown in the economy and increased demands for state services. Although Texas has some of the highest property and sales taxes, and a very progressive franchise tax, the state could still face a $9.9 billion deficit by year-end. Governor Rick Perry has promised not to raise taxes, and the state legislature (at press time) is hard at work looking for alternatives to lessen the potential deficit.
